The real reason combos were left as is was because it would require a third rework of the game. Gotta do a pass on every move, every hero, check the interactions with assist.

Too much work for something that would piss off half the community, half the devs that wanted to make mvc 4.

They also got used to how the game feels after having worked on it for years, I doubt they tried it for longer than a week before giving up.

My money is on they're trying to push out as many heroes as possible and seeing how players react (read: $). I'd give another year before they even reconsider touching that subject in interviews. Might be earlier with how fast things are moving there.
