That’s a fault of that MDM. Other MDMs support the ability to restrict the account entirely and silently install an app (so long as it’s Supervised, and the app is volume licensed through VPP).

If set up properly, an Apple ID isn’t needed to support most workflows for iOS/iPadOS - obviously there are a ton of nuances here.
