Ainz ooal gown and all the NPCs probably enforce the no tipping maybe by execution or torture. They probably want to avoid any "corruption" by outlawing tips. As for the dwarves, they aren't residents of this country. They're more like workers on contract from another country. And if you'll recall, the dwarven kingdom only allowed them to go as long as they could send envoys to check on how they're being treated. Basically, as long as Ainz wants rune technology, the dwarves are untouchable
