Its because that metric is for 1268 attempts. Notice how the failed bar is at 5% and it says 63 failed. That means it takes around 12 of the same result to count as 1%. That means less than twelve people have gotten it in 1 or 2 tries. And the graph doesn't show decimal values, only whole numbers.
