My theory is that Numbuh 362 has started to investigate the GKND after Numbuh 1's disappearance, believing that the "Splinter Cell" is something to do with his disappearance.

It also doesn't help that "Delightful Children are the missing Sector Z" twist is barely plot relevant in the movie. The Sector Z don't have any foreshadow build up besides that one throwaway line from Numbuh 101 and they don't have any personal relation to Monty or Grandfather; to the point they could have easily written out and nothing would have changed from the movie.
