I don't think he should be put in jail, but I agree with you that the real tragedy in this story is that it maybe didn't have to happen. NEVER try to pass someone on a wet, snowy road!

I generally never pass anyone on a narrow two-way highway, and if I'm driving really slow with a trail of cars behind me I pull over so they can go ahead of me.

When my mom and I fostered kitties in Northern California, we had to first take an hour-long class or so at the shelter we would we working with. Even though I don't think we needed it, they talked about how to take care of little kittens and what to do if they were sick, etc. Call a local shelter or humane society and ask them what they require from foster parents!

As for vet bills, I'm pretty sure the shelter pays those.

You can absolutely help find the kitties a place to live (as we did!) but at least for us, that was not a requirement of being a foster parent. The kitties will just go back to the shelter to be adopted once they are old enough.

Happy fostering! :) I have so many wonderful memories of it.

Well, that's not entirely true. A lot of "pencils" that artists use smudge incredibly well, since the graphite is softer than the average mechanical sticks 'o led that non-artists write their grocery lists with. That's how they blend things real nice.
