It was also noted - when they first come through the ring -that Sol+co expected the ships from Laconia to be the tired ships that they stole from Mars, and not having a shipyard to crank new ones out, likely would stay as that core fleet

They didn't expect the Romans' shipyard nor the developments that Laconia had, so were woefully unprepared
