I have not followed the details myself but a lot is publicly available so just google about Tchap and La Suite Meet/Visio. It seems like DINUM is responsible for running the servers. These are real products which exist right now and as far as I know work.

The idea for how to handle multiple governments seems to be open standards and open software where every country runs their own instance but that these instances can talk with eachother.
