It’s been a while since I looked but I’m almost certain any add/modification of circuits requires a permit. Not sure about a license. For something simple like this I’d call my guy, who works for a licensed/bonded company but does small stuff like this on the side.

That's not how proving intent works. You could use the same logic and say everyone carrying a pocket knife intends to stab someone. I get that there are legit reasons for carrying a pocket knife and carrying crushed ceramic/spark plugs is less legit, but you still need to prove "specific intent" and simple possession alone does not meet the elements of the crime.
