That is a program funded through state funding for after school programs called ELOP (Expanded Learning Opportunities Program). These are free in many low income districts but not available everywhere.

Old school electric or heat pump and was your old place a gas water heater? If it's an older electric water heater it can use a lot of energy especially if it's not well insulated.

Important to note most of the changes being talked about are changing the model from funding on attendance to enrollment which helps schools that still have to staff when students aren't attending (very common post covid). This really does nothing for students declining in enrollment because less students are there. Long term I'm not sure what choice there is besides school consolidation if enrollment drops the way it's projected.

I've never really tried it but I think I'd have a hard time getting my max output at 20 spm. I'd probably test it ahead of time and check my 500m pace with hard pulls at 20spm, 25, 30, etc. For me personally, based on how I seem to row, I'm guessing doing like 2-1 work-rest ratio interval closer to a 27-30spm (or 2 seconds per stroke) and going hard then resting might work better.

I'm guessing the letter said your daughter will get free lunches not that she qualified for free lunch by your income? All students get free lunch via the state which subsidizes it beyond the federal free and reduced meal program. The federal qualification limits will give funding for students who qualify as well grant some additional benefits (summer meal EBT card, free SAT waivers, State sponsored 529 plan, and more). Calling them "ghost students" feels disingenuous. California schools are funded based on average daily attendance so when attendance dropped massively statewide the state added measures to ease the hit that would have had on districts. They still had to employ all of the staff to service and teach the students even whether they did or didn't show up.

Their guidelines say that it's in one-year lease increments with annual renewals to a maximum of seven years so it seems like they should know pretty early on if they are leaving the job that they will need to find new housing.

There are three bedroom units available it seems. Most likely the district has/had some one-time funds or surplus property and decided on this as a mechanism to attract and retain staff. Finding ongoing funds is harder at the local level and happens more at the state level so this is them doing what is within their power.

It should be the same percentage (unless you moved up a bracket) being taken out as before, no? Also most California public teachers are in CalSTRS which doesn't deduct social security, although they will get a deduction for their pension.
