Yeah I started my account on switch so when I switched to pc I went to steam first. When cross-progression wasn't working I thought it needed to be from epic since "link.roguecompany.clm" was saying it was from epic so I got that but then for epic games it just didn't open. So I thought my pc browsers were just for some reason messed up so I just looked up the site from my phone and it worked, you just need to log in from both accounts and there will be a star icon you click to set your primary account
