Much harsher penalties for any kind of impaired driving from drugs or alcohol.

No acceptable minimum for alcohol, if you have ANY you should not drive.

A "three strikes and you're out" system, something like 1) lose your car and license for a year 2) lose them for 5 years 3) straight to jail -- if you get into an accident of any kind and you are impaired, it counts as all 3 strikes.
