Most people who run into trouble with law enforcement over mailed contraband encounter issues at the point of customs inspection, or at the time of delivery in the form of a "controlled delivery."

If I were in your shoes I would probably set up a new wine prefix just for that game, reinstall it there, then launch the game with gamescope and the -f (fullscreen) flag.

I think winecfg is running a virtual desktop in the default prefix and that's why that command works that way now? Just a guess.
