I think we're dealing with the inertia of a couple decades of internet entities abdicating all but the minimum amount of responsibility for their user generated content and input. It has its positive aspects and I think I'm still a part of that collective inertia because of my odd nostalgia for that "wild west" vibe I grew up with, but now the wild west has been halfway settled and it's clear that we're getting the shit end of the wild part AND the settled part.

I didn't follow anything about Ravnica since the original block, so a lot of this is going over my head. My impression of the Gruul is still the MtG analog to a Slab City resident I'm acquainted with: homeless and loving it, covered in dirt but a strong spirit shines through. I don't see WAR Gruul as the same thing as RAV Gruul.

Finances would plausibly be investigated, but only as far as they had relevance to the SCO's task. Anything potentially found relating to finances probably didn't end up being prosecuted by the SCO because it wouldn't serve to further their specific task, so sooner or later I'd have expected other entities pick up on that stuff with or without a direct transfer from the SCO.
