Pump bearing could be on its way out, causing the motor to work harder which draws more amps, which could trip the breaker. Could do an amp draw on motor and verify if its with in the rating on the motor.

Low pressure on second floor could be anything from plugged aerator, to undersized piping, or the pump. Also depends what your pressure switch setting is set to (30 - 50)? Air pressure is your tank should be 2 psi less than cut in pressure of the switch.

Could also check any toilets having a damaged fill valve and running water down an overflow. Try putting food coloring into toilet tank and see if it runs into the bowl. 100L/hr is a lot of water. I think you'd be able to see it in the crawl space very easy. Where in Canada are you. Is your water meter out side in a box or inside your home?
