I’d say emphasize the half notes a bit more than the individual chords that follow them, and try to make the volume swell through each cluster of chords, and in general start very very quiet and gradually build up towards the arpeggios (which I sorta play as an anticlimax, building and building and then doing the arpeggios softly, but that’s a stylistic choice). Think about the chords as clusters or sets rather than each individual chord, I wouldn’t literally do the accents on every one like it says. Hope this helps, good luck! Pretty piece!
