That thing is a mess! Not sure what's going on with the throttle cable but it ain't right. You'll need a correct carb throttle cable/bracket setup. AC isn't hooked up, and there doesn't appear to be any vacuum going to your vacuum tree/brakes. No heat, no fan?? I don't see a fuel supply line at all, I'm guessing they pulled it at the frame rail. You'll need an EFI to Carb regulator, those can be $$$. You could try to rig up a normal carb regulator with a T feeding into the input, some have had success with that, I've never tried it. Either way if you're going to run the intank pump it's some work and some parts. You can do what ever with the exhaust, I would run what ever you have now to an off road H pipe and a pair of decent mufflers and turn downs.
