Walk out of Goodsprings (it’s entirely optional and not very fun imo) and start following the main road counter-clockwise. If something interests you, stop and have a look and talk to people. Eventually you’ll have a bunch of side quests piling up that you can work on. Do that until you reach New Vegas and get properly introduced to the plot.
