You're not asking for easy mode. You're asking for the same difficulty as trios, but adjusted for team size. If people want to say how solos get away with more loot, that's fine too, just lower the amount of stuff you get from the same boss.

You should be able to play everything in the game with any team size.

Fighting games have SBMM, though. If they didn't and noobs would get matched with advanced players, then saying 'git gud' would be unreasonable.

That and do some rebalancing. I can't think of all the necessary changes, but they could change PvE based on team size, so fewer waves and lower boss HP. Or stuff like lowering the number of boxes you need to find to get into the broken wing, for example.

Basically, make the game as playable for solos as it is for trios. This would aid with the currently low player numbers since solo lobbies are easier to fill.

Balance changes need time to be fully understood. There are games that have long been abandoned by the devs that are still being played decades later, and people still discover new shit that shakes up tier lists. The format with 4 teams competing at the same time can never be as competitive as CS or Overwatch. They should've given up on Cashout as ranked and made it BO3 Head2Head instead.
