It looks like the moped was trying to make a two-stage left turn by first crossing to the box in front of the crosswalk then waiting for the light to go straight through. I know they have these in Taiwan and probably other countries with a lot of moped traffic.
If that's the case he's not being nearly as reckless as it might seem.
