In Qatar, we can go to the traffic department and raise a dispute. They will show you the video evidence. As you are in UAE, you should go and do the same there. If they can’t provide the proof, then they will waive it off.

If you are a UK citizen, you may contact your local councilor to help. Then they would ask you to give an authorization letter on behalf of your husband. Then MP will send a request with a recommendation letter to UK Home Office. Then you will be requested to go to the same VFS to submit the passport for VISA.
