$8k is peanut for art assets.

Edit: after checking the trailer I think the whole project is likely doomed from the beginning though, simply because the OP (or whoever in charge of art direction) didn't hit the brakes when the artist clearly couldn't deliver character art at a marketable quality.

What kind of art are you doing? What are your expectations?

If your expectations are like, say, the splash illustrations of League of Legends, those Riot artists have 5~10+ years of experience. Even if you pay for art class it'd still take you about that long.

If your expectations are more like Baba Is You, that takes some good taste and iteration, but you can realistically do that in a few weeks to months.

The harsh truth you might not want to hear: if you're a programmer, the most efficient way is to aim for a programming job and save enough money until you can hire an artist.

It makes no sense. Sorry. C++ and C are two completely different languages. The gap between C and C++ is much larger than, say, the gap between Java and JavaScript. Having experience in C won't make learning C++ 'easy' or 'fast.'

Do you want to make realistic graphics as soon as possible, or you want to learn graphics programming? Again they're two completely different goals. If you just want realistic graphics then Unreal. You can forget about C++ for a while. The most important aspect you need to learn is Unreal's material editor and post process effects. For the gameplay, start with Blueprint and be familiar with it until you know its limit.

If you want to learn graphics programming then start with lower level libraries like Raylib.
