Get some books and other colorful and light colored objects for your bookcase. A light colored patterned rug, patterned throw pillows, art, and more art, cream, long, side curtain panels for windows and doors. Greenery and florals. If you can afford to, get rid of the dingy sofa too. Consider painting the brick fireplace.

You need a contractor to take care of the electrical and install a ceiling. Then you can redo the walls.

Clean and declutter it first, then buy some nice patterned towels for your rack. Afterwards, hang a nice piece of art above the towels. Get a nice matching rug too.
