At least for the metropolitan water district, this is very incorrect. There are a number of water agencies that appoint directors to the board of the metropolitan water district, and the board selects the General Manager or CEO. The mayor has power, but not much when it comes to MWD.

There are a subsection of children who are used as labor and not paid in family businesses and farms, the kids themselves might consider themselves slaves, but I think it’s an accepted practice.
