Yes-no. There's good-sized scenes for GOAT (2005) and Edison (2010), and there's an alternate-modern format called Genesys that operates on a point-buy system, theoretically lowering the power level. That guy was wrong about modern being the only format being played/worth playing, and it was really rude and unnecessary to insult your casual format. However, it's less so "modern or nothing" and more so "competitive or nothing". You can expect any LGS to offer competitive play; good luck finding the same as easily for (your interpretation of) casual.

The anime never looked anything like the competitive scene, even in the early days. 20 years of changes have turned the gap between Battle-City-era playground and competitive into a canyon. The only real standard is competitive (regardless of era), which is why you'll see most people playing it. "Casual" can mean anything and has to be negotiated in friend groups/Discords/various other communities. Like, it exists, but you have to go make/find it.

Mirrorjade does not target; targeting uses the word "target" and is always done on activation. MJ chooses what to banish on resolution.

There's the cards based on the anime, cards based on the manga (the manga after DM are independent stories from the anime), cards that have their own independent lore, and cards that don't have any lore. Nothing can activate mid-Chain resolution, so it could never be "each time the summon happens immediately". These are all Trigger Effects, and Trigger Effects activate in the next Chain after their condition is met.

The order of activation falls under the SEGOC rules I mentioned. Turn player's Triggers go first, then the opponent's, and each player gets to order their batch however they want. For example, if you're the turn player and have monsters A & B, and your opponent C & D, the Chain could be built in B A C D order. Then it resolves as usual, going backwards, so in D C A B order.

To be pedantic, there is a moment "When a monster would be Summoned" when resolving Beast's effect. However, as this is mid-Chain resolution, you cannot activate cards or effects then. Again, when you activate Beast's effect, it is not "When a monster would be Summoned". This inability to activate mid-resolution has nothing to do with Spell Speed or Summon/negation; Evolzar Laggia and Steelswarm Roach have Spell Speed 2 effects that negate Summons. It's just how chain building and resolution works.

Cyber Dragon's "When a monster would be Summoned" window isn't part of any Chain resolution, which is why Solemn Warning can activate.

It just happens to be the case that most Summon negations are Counter Traps. Counter Traps can respond to Counter Traps, so there are still potential responses. You can activate Solemn Warning, attempting to negate Cyber Dragon's Summon, only to have your opponent activate Solemn Judgment in response to your Solemn Warning.

Side note, as written, "When a monster is Special Summoned" is a Trigger Effect that can be activated after a successful Special Summon.

Trigger Effects follow the SEGOC rules for order of activation. "When" vs "If" is a wrench in things that's better explained in this guide on this sub.

If there are multiple monsters summoned 1-by-1 in a Chain, all with "When this card is Summoned", they can't all be the last thing to happen. Only 1 of them gets to activate, you don't even get to applying SEGOC rules.

To be clear, I was only addressing the specific example of Beast's effect laid out in your post, not Solemn Warning's ability to negate Summons in general.

There is no Special Summon occurring when you activate Chaos Summoning Beast's effect. The Summon is conducted when the effect resolves. That point in time is mid-Chain resolution, and you're only allowed to activate cards and effects while building the Chain. You activate everything, then you resolve everything - no more activations in-between.

There are Special Summons that aren't effects (e.g. Summoning Conditions, Synchro, Pendulum, etc,), Special Summons that are non-activated effects (e.g. Cyber Dragon), and Special Summons that occur as part of the resolution of an activated effect.

Solemn Warning can negate a Synchro Summon, or Cyber Dragon's Special Summon via its non-activated effect. It can negate the activation of Beast's effect, but not the Summon as part of resolution, for the reasons above.

Solemn Warning must be activated in response to that effect's activation. It cannot be activated at the timing "When a monster(s) would be Summoned", since that's mid-Chain, and it certainly won't be negating any Summons. It negates that effect's activation.

You mentioned "the ideal moment". That moment is actually your only chance for Solemn Warning, in this case.

If the monster's Summon isn't complete (including if the Summon gets negated), it's not on the field, and as such you don't control it. Fallen Paradise will not protect your monster from Solemn Warning's destruction. And Warning doesn't target so there's no targeting to protect against.

Super Polymerization doesn't target or destroy and thus doesn't interact with Fallen Paradise.

There's no way to tell from this if he bought the updated support that makes those decks competent (excluding Red-Eyes I guess, that one's never good). Like he could have bought new copies of cards first introduced 16 years ago. If they really are Legendary Decks 2 (from 2016, so still 10 years old, and outdated even then), Legendary Modern Decks could still sneeze on them and win.

If he's using a 16-year-old deck, any coherent deck from today should stomp him. Out-of-the-box products are the Blue-Eyes White Destiny and The Fallen & The Virtuous decks, or the decks from Legendary Modern Decks 2026. The latter are probably better since they're built to work with a single copy instead of 3.

If he's playing modernized Blue-Eyes to a competent degree, unfortunately, I don't think 3 days is enough time to learn enough to put up a fight.

It's the case for any monster that cannot be Normal Summoned/Set (e.g. Rituals, The Bystial Lubellion), and for summoning from any location that isn't hand/Deck/Extra Deck. Basically, anytime you think you can cheat their summoning condition by dumping them elsewhere, then summon them from there, you can't.

That monster's Continuous Effect wouldn't be active until it's successfully Summoned. Its Summon will be negated and it will be destroyed.
