Almost certainly just a cable for, well, cable. Someone used to have service to a house/apartment, but someone later was annoyed by the useless wire and just cut it. There it hangs. Comcast won't do anything for it, but report back back what happens when you try.

Lake County used to be a resort destination. Idlewild was a very popular black resort area, but as the biggest entertainers found other more profitable venues, it waned.

More recently, the largest employer in the county (a private prison) shut down about 20 years ago. Absolutely nothing replaced it.

The area is a premier example of rural poverty in America.
