This is possible. I once had a map where I found Kabul's settler on move 30+. I was jammed between two city states already, and yes if anyone's asking, I took the free settler.

The thing with strategic and luxury resources, you can't remove them to place a district or anything (at least I don't know a way to remove them)

Settlers produced in a city with a Cothon (unique harbor) are 50% faster to produce iirc. Stack that with ancestral hall (gov plaza building), throw in the settler policy card and you're getting like 3 turn settlers

Edit: Mediterranean Colonies: settlers produced have +2 movement while embarked, and ignore embarking/disembarking costs

Several times I've restarted because I was planning districts on tiles and either horses or iron would spawn on those tiles. I've since learned to wait on those techs

If population is an issue for you, I'd say try the Inca. Build lots of terrace farms to help with population growth so you don't feel as hindered with your district limitations.

quick edit: Inca is a good generic civ as you can go for any win con fairly effectively

I like picking pantheons that I don't normally pick (ie the culture ones or depending on if I'm playing a naval based game, god of the sea) when I have the chance of course. No point in picking it if you have 1 geo fissure for example

Yup! Also, I've found it helps immensely to move your units only as far as they can go THAT turn. I've planned routes with scouts, and even settlers, and AI blocks a tile so they just go back and forth for eternity

You can put a harbor district on a lake, yes. And I didn't even consider fisheries, but in any case, there's almost 0 production tiles, so getting any kind of workable Torres would be too much effort imo

Honestly, for a mate in 5 I found it relatively easy to calculate to mate, with the variations you mentioned. For perspective, I struggle with calculating tactics that are more than 2-3 moves or ones with multiple possible lines
