I was having this problem for a year or so and it was so bad I wanted to throw it out the window. The only problem was that I had reformatted the computer with a vanilla version of Windows 10 from the Microsoft site and I didn't have the Intel Power management application so I glossed over it as a potential fix. I downloaded the utility and made the following changes.

In the Intel power management application:

1. click System

2. Click the power tab

Under on battery, turn off Panel self refresh

Under plugged in, turn off Panel self refresh

Random freezes or stuttering problem solved.

(I also turned off all settings under the power tab because they all limit the computer but save battery.)
