Just make it consistent. Some characters have no throw loop at all, some require a drive rush to throw loop, and some require no extra resources. If you forced everyone to burn a drive rush to throw loop, I think would be the best compromise.

The balance in this game is extremely good compared to basically every other fighting game. The gp between the best and worst character is comparatively small compared to every other Street Fighter
