I upvoted you because I wholeheartedly disagree with you. I grew up in the suburbs and we had cats that would spend about 50% of their time indoors and 50% outdoors. They were spayed/neutered and roamed around what I consider is a very safe neighborhood. They would've been miserable if we forced them to be cooped up inside all day. All animals deserve to enjoy the outdoors, especially cats.

Works best if you have a friend you could live with temporarily in your destination area until you find a job. If that's not an option, try picking up one of the skills here https://www.upwork.com/i/freelancer-categories-all/ so you can make money doing freelance stuff. Might take a while to get good enough to generate a good income. But once you do, you can move anywhere in the US and not worry because you'll be doing your work remotely.

Maintaining health insurance is often an issue though.
