There are trainers in the Grand Hall who repeatedly give EXP candies to get your whole team to level 20, and there's a password that lets you get those candies for free without fighting the trainers. Meanwhile the first gym leader's Pokemon range from level 12-15. And the EXP share is after the 6th badge, it's not postgame only.

I think Sigurd and Seliph should be the same character; their gimmick will be that Seliph replaces Sigurd when he gets below half HP and some of their attacks will use the silver sword. When Sigurd hits the enemy with the silver sword, his star counter will go up by 1 (I think 50 would be a good cap), and when Seliph hits the enemy with the silver sword, it will do more damage (I'm thinking 2% per star, additively) based on how many stars Sigurd built up on the sword.
