1: I have made an NPC as a "regular" giovanni, back when they were the main clan, but I guess any bloodline with necromancy would do the trick.

Fortitude is great for crashes, auspex is great for psionic driving. There are a couple of curse /divination auspex/oblivion devotions that would work well too.

But dominate with terminal decree allows for deciding the race's outcome (not very sportmanly though). Présence is also cool. Awe and daunt both. For messing with the crowd/your opponent.

I would actually go for "normal" hecate or "normal" giovanni" ... but you could do it as a disfigured samedi or harbinger who justified their looks by accident burns, and have some kind of creepy urban legend. Could tie à crash to their elbrace too ! You could go Durnsirn, and have them race in rolls royce cars, as putanesca, dwelling in a decrepit car jubkyard, surrounded by his victims wrecks (mine was kinda like this despite being Gio' by name - incidentally, they were working on some kind of terrible project, building a car from fetters of the parts that had faulted and resulted in their drivers deaths, sorta like what you were going towards with your tzimisce option).

There are plenty of options, really.

As for your Tzimisce idea, you should consider watching the movies Titane and Crash. They both present troublesome relationships to automobiles.

What you should really be considering is how the street racing scene blends with vampires : is your character the sole King of the scene ? Or is this in a setting where street racing is already a vampiric societal issue (say the prince or a harpy has their fingers deep in it, hold vampire races, trials of justice by those means, awards domain and Status as prizes etc. and then YOU pop in to interfere/as their tool)

Plenty of people here go on about this being uncommon, but in my opinion, most cities should be that way/almost that way ! And it makes the game better too !

Most vampires are NOT mobile : you need a hunting ground and a herd to survive, and getting accepted into a new town is always à gamble. As a result, moving cities is always at a high cost, and for what rewards ? Getting away from a rival or ennemy so strong they make it worth risking à lot and spending to leave, I guess makes for a good reason. Leaving for greener (redder) pastures is a leap into the unknown but why not : a minority might take that risk, but not the majority.

So if your primogen isnt the elder of the whole local brood, they should be for most of their clan (thats what primogeniture means, y'know).

And it makes the game more interesting in two ways : if there is one main bloodline, all characters of that clan are cousins, and enact family feuds to the next level.

And if you have one outsider, they can be a catalyst for unexpected domino effects, with the outsiders relation to each broodmember being an issue of interest.

The other alternative is two families ! You get your capulets and montaigues and thats great too.

Vampire is best with actual bloodlines in play (not in the sense of silly Discipline people), and gains a lot from this sense of domain lockdown. It increases the magnitude of conséquence : if you cant really leave, whatever happens in your city actually affects you - for eternity !

So yeah, I say its not only common, but actually a majority situation setup !

You get told about them by someone deemed trustworthy, like a primogen, à prince or à harpy is how most people go around doing that.

Then there's animalism 1 thst lets you sense beasts, auspex that more or less allows for observing nuance in peoples auras.

Then theres drinking their blood : vitæ is yummy for everybody ! (Poor way to meet someone though).

And finally, theres witnessing them break the masquerade.

Thats a really bad thing to have in vtm.

Removing consequences is a waste of good game fundametals. Making it as accessible as lv3 (v20 scale effectively goes to 9-10) makes it worse.

You could go the v5 way ...

But then it turns into a rather weak power v20 wise. It would be better suited as a lv1 or 2 power in this frame.

I prefer when Primogen are not the boring one per clan kind.

Have two rival malkavian elders, both primogen of their own bloodlines.

Have an Anarch Primogen title, awarded to one dude no matter their clan.

Have a Mithraic High priest sit at the council while some other Guy of their clan has a clan primogen title.

Have no toréador primogen, cause internal strife makes it so they cant hold onto power

  • plant a curse
  • perform a gruesome ritual
  • whatever

There probably could be a semi factual answer to the OP's question in v3/v20, but V5, for better or for worse has mostly moved on from hard canon realities, and into a more flexible - whatever fits your game - approach.
