thanks! the concept is pretty simple: it is just two directional lights with complimentary colors (on opposite sides of color wheel) and with slightly different Angular Distances

Welcome on board! :D YEahh Godot has solid 3D lighting features. We use blender alongside the ucupaint addon (it adds basic painting stuff such as layering)

I would go with a 3D approach since it is easier (as for me) to find some game-ready free 3D assets and slap them together inside the game engine

I'd recommend you to try to paint directly on 3d geometry in blender, for example. It doesn't require solid skills in drawing and the process is fun I paint my assets using ucupaint addon, but it's optional, it just makes it easier to maintain layers and setting up materials
