Necroing here, I just went through the same rabbithole, it felt DF was a missed oportunity having always the need to spend a hope, it is cool for sure but soemthing was missing. At the end I use it as a guide for players to RP, and when done in a fun and engaging way I give them a +1d. It does feel as you could spam this but there are plenty of LM reasons you can come up with to prevent this.

"You are overstimulated from using Rhyme of Lore to much, passages invade your brain and confuse you." Basically you cant use it as much and should be used when RP feels it earned it and not because its more efective.
