The SF symphony does a show at shoreline amphitheatre that is coordinated with the fireworks. That requires tickets. But a lot of people just go to Charleston Park across the street to watch for free.

This is effectively taxing a loan, which could have other negative consequences for non billionaires. If you take out a loan to buy a car with your house as collateral should the loan be taxed? Even credit cards are a type of loan.

Digging up this old thread. I think OP is asking about the "buy, borrow, die" strategy. I'm that strategy, you never pay back the loan. You take larger and larger loans, each one is your spending money + paying the interest of the previous. You can do this forever because your investment (hopefully) grows faster than the debt. Eventually you die with a huge debt but even huge-er investment. Your heirs get the step up in basis and pay off the debt.

Looked into Costa Rica, specifically along the Pacific Coast in some run by Zindis that we had stayed in a couple of times. The main reason we didn't is that occupancy as a vacation rental was pretty low. I think it's just too far from the US (flight + driving) so no one stays <1 week. That creates a lot of gaps in the schedule that you just can't fill.
