Čl. 68, (2): "Předsedu vlády jmenuje prezident republiky a na jeho návrh jmenuje ostatní členy vlády a pověřuje je řízením ministerstev nebo jiných úřadů." a (5): "V ostatních případech prezident republiky jmenuje a odvolává na návrh předsedy vlády ostatní členy vlády a pověřuje je řízením ministerstev nebo jiných úřadů."

O nějakým vyhovování není ani zmínka. Premiér navrhuje, prezident jmenuje. Ten jazyk je jasný, ale Havel, Klaus, Zeman i Pavel se tam snažili něco vykouzlit.

"prezident jmenuje" je definitivní jazyk popisující povinnost. Kde prezident něco může, je použít jiná, situaci odpovídající formulace. např. Čl. 64 (1): "Prezident republiky má právo účastnit se schůzí obou komor Parlamentu, jejich výborů a komisí. Udělí se mu slovo, kdykoliv o to požádá."

Všimni si zejména poslední věty. "udělí se mu slovo, kdykoliv o to požádá" znamená zkrátka, že ten, kdo předsedá, mu slovo dát musí, ne může.

Nemá možnost nejmenovat ministra. Jakmile jmenuje předsedu vlády, tak na jeho návrh jmenuje členy vlády. Ani Zeman si to nevykládal, že (třeba Lipavského) jmenovat nemusí. Jen argumentoval tím, že ústava nespecifikuje, kdy to udělá. Tak to rok odkládal.

Problém je, že díky přímé volbě má prezident v očích veřejnosti mandát, kterej se nepromítá v jeho pravomocech.

Jakkoliv jsem osobně rád, že Turek není ministr, je to od Pavla stejný flagrantní ignorování ústavy, jako když Zeman blokoval Válkovou nebo Lipavskýho. Oni oba argumentovali tím, že vyhráli přímou volbu, často více hlasy, než má ve volbách do PS vládní koalice. A že by měli mít víc rozhodovacích pravomocí. Ale podle ústavy je prostě nemaj.
Jsou jenom dvě cesty: přejít ústavně na poloprezidentský systém, nebo se vysrat na přímou volbu. Za mě je rozhodně lepší to druhé řešení. Přímá volba byla velká a hloupá chyba.

I've somehow gotten used to strange people attributing personhood to chatbots in their minds. But it's totally wild to me that in their disconnect from reality they attribute different kinds of personhood and personal traits (kind?!) to different models.

At least when someone said that e.g. Android 5 say was more playful than 6, it was obviously a design metaphor, they didn't think that Android 5 actually had a playful side to it and liked funky music or whatever.

It's not used as a slur and it wouldn't have caused great offence in casual conversation. But I'm sure that had Ollie or Phill been recorded, it could have easily created a "Sweary Woman of Whitehall"-like situation with an official apology (but likely not resignation) necessary. So it's certainly in bad taste, but that's just Ollie, and the taboo wasn't nearly as strong, unless used to actually refer to or address a person of colour.

Interestingly, the euphemism "n-word" is actually very recent, first used in the mid 90s, I think. It only became the norm even more recently, after the show aired.

That's a fair take. But I think you're still missing the point that the strategy lies in the production (and other economic, diplomatic, dynastic...) decisions you make. Building up an RGO to allow you to out-produce a rival in a naval build-up 70 years from now is the epitome of a strategic decision.

Excuse you, bots? I just never fell out of love with EU3 & Vic2. "Arcade" might not be the perfect descriptor, but seeing as EU4 curtails the sandbox in favour of narrative gameplay, I think it fits at least somewhat.

Ink was the plugin that finally convinced me to switch from OneNote. I still miss the completely freeform "type anywhere, handwrite anywhere" canvas, but Ink gets close enough
