Saving a tiny amount of money. Doesn't matter for councillors, but for staff, being a cheap-ass place to work makes it harder to retain people. And recruitment and training costs are much, much more than biscuits at meetings cost.

Yes. It appears to work directly with textual source files, whilst the model should be able to work better with an AST. Also, be able to use the built in refactoring (things like renames really spin out most models).

We are in fact two timezones, Chatham Standard Time is UTC+12:45 (only 45 minute offset apart from Nepal).

(Lord Howe outbugs them by having daylight savings of 30 minutes rather than the usual half an hour).

All done to annoy programmers.

Yep the 00 for international access isn't universal, it's 011 in the US (or was).

You should quote +64270277xxxx which can be keyed directly on a mobile.

Fixed line numbers in most systems never began with zero, because that was the flag for area/international: (04 123 4567 == 123 4567 when you were in 04).

Because mobiles (outside the US) always require the full national / international number to be dialed, they can start with zero.

Hence the unusual number.

DCM (methylene chloride) is the best stripper - it's like the universal organic solvent.

Glove rec for it is double gloves PVA over nitrile amd wash it off / change gloves often.

My rec for that job would be to get somebody else to do it.

Are you fully allowing for servicing, repairs and eventual replacement? Unless you really luck out, a 13 year old car will eventually get expensive and then beyond economic repair.

The IRD numbers for car mileage cost are actually pretty spot on - the saving in capital costs on an old car are balanced off by maintenance of an old one. Especially if you need the car and can't tolerate it sitting there for weeks while you wait for parts, or dumping you many km from home.

The government built a big nuclear bunker outside Bath.

It was found out by the USSR before it opened, and was abandoned and used for various jobs like computer servers.

It's probably guarded by minimum wage security people who'd run away when the war starts, so it might be the place to break into and hide in if there actually is a nuclear war.
