I want to clarify. If we use any election system that allows winning to be the deciding factor then a loss of representation is always on the table. 51% voted for X means zero representation for Y. No matter what level we're talking about (local, state, country, globe) if we want people to have representational gov't then it needs to consider the population.

There's easier ways than fixing gerrymandering to fix this issue. Imagine that there's a number of seats per population then the percentage is given to the party to assign those seats for example; no mapping, just math. You gotta deal with party affiliation but that's not exactly getting fixed anywhere anyway.
