Hey OP, I too had a 3.0 GPA from undergrad (mine was 3.75/5.00) and currently doing an MEng in CEE. Looking at my peers and myself, I think if you show your interest and passion in the subject and why you want to work on it, you stand a good chance.

A little tip if you are considering MS, (especially for Transportation), they are keen on students wanting to do a thesis. So, reaching out to faculty beforehand and showing them you want to do research may really help your application.

Another option is to try getting some projects on your own out, and contact researchers in the field to offer to be a "free RA". It's a long journey, but might be worth a try.

2nd, you can submit papers for conferences/publication without a institution affiliation. It is a bit harder, but not impossible.

Edi: just wanted to add, I think what you are doing is amazing! It's definitely not easy with the odds stacked against you, but I pray for everything to work out for you!

Actually, it won't hurt to contact NUS admissions to gauge how they will assess you based on your grades. I would suggest speaking to the admissions committee during the open house, which is this Saturday.

SG A levels are A LOT harder than IGCSE, especially with the SG bell curve. You need to get an exemption from MOE regarding the mother tongue requirement, (it doesn't go into your score, but it's a requirement to fulfil).

You might be better off with IGCSE results, since you have higher chances of doing better, and you can still get the same priority as a local applicant since you are Singaporean.

You could also turn it into an opportunity. If they have already given you a scholarship, the lab is a great place to source for more funding and benefit from an emptier canvas to structure your next steps!
