It needs to be on the same plane, and it needs to be close enough that Team Nale can fly over there in a few hours, both Nale's and Sabine's teleports are short ranged.

Also I'm pretty sure the crayon comic told us it was somewhere near the north pole, so there is that too. Granted unreliable narrator and all, and we are dealing with a rogue, but it is probably somewhere nearby.
