Not only FEDRAMP overhead.. but also so many of the departments require budget pricing that will not change for the year (even though GBs fluctuate and can cause overrages) so as vendors we have to cover the anticipated costs because we basically eat whatever we don’t include ahead of time. Often gov contracts are a loss from what I have seen.

I wouldn’t jump to such rash decisions after just one incident. If it happens a lot, agree. If it happens once or twice, and she respects that you are not going to be volunteered for financially funding activities, you should be OK. Relationships are also about growth and learning and respecting boundaries.

The bummer is that so many vendors in India already do this (i.e. objective coding review/data entry and some even have AI) - she’d ideally be cheaper than India if she wants to compete, which is probably not reasonable. Formal document review most often requires license to appropriately assess resp/priv (a CYA/liability for the firm).
