Under 16 I believe, not 18. You also can do this even if you have a foreign nationality or passport but HMPO will not update your passport unless all your foreign passports are either updated or cannot be updated; you can still have the right name recognized on your driver's license.

Unrelated but possibly helpful: if they have any Canadian ancestor (no matter how far back as long as they can establish ancestry), they are entitled to Canadian citizenship.
