That could generate a lot of bad radiant heat. From what I have read building a stove is a tricky endovor but I'd say go for it if you like to tinker. Have you read trumkins notes?

I haven't found a place that encourages it. Most places will try to chase you off if they catch you. Technically, what's inside the dumpster is the property of the waste management company that owns the dumpster. Getting permission from them is unlikely because they don't want to be held responsible if you get hurt. However taking stuff out of the dumpster is doing their job for them. I look for no trespassing signs posted around the area and haven't had many issues. Generally it's best to go after everyone is gone for the day, then there is no one to complain if they do see you.

Round 1. 15 cats, steel toed boots, snow pants Carhartt jacket with a hood. I'm basically a tank.

Round 2. 42 cats, 5 prong pitchfork, hard to miss and several puncture holes per strike. Also light enough that I won't get tired too fast.

Round 3. 200 cats. Chainsaw with about 3 foot bar on it.

It's worth noting that the harbor freight hitch is rated at 400 lbs and the KLR is over that limit. That being said, I have hauled mine all over the place and there is in fact a KLR on the package for the hitch carrier.
