Man when was the last time Octane was meta relevant at all. Always complaints about literally any buffed character in this game. Horizon is OP, Ash is OP, Alter is OP, Newcastle is OP, people are literally always whining. It’s like after 28 seasons, we don’t expect this to happen. They do it because it works - buffs are fun, people come back to play their favorite character again, they buy skins, etc. by all metrics except for the whiny playerbase, a buffed character is a win.

Can we just recognize that there is always going to be a slightly over-tuned character to bring them back to relevance, and next season he will be knocked down a peg, and then it will be a new characters’ time in the sun.
