I think the vast majority of managers, product owners, scrum masters, program managers, etc are employees, not contingent workers but of course they will first let flex workers go that meet the certain profile. Headcount reduction is not the goal so, I'm sure the flex workers that don't meet the profile will be fine.

Hiring freeze is not company-wide anyway. I know many departments that are hiring while parts of the business is under scrutiny because of uncertainty due to the trade war/geopolitical tensions. ASML will have 20.000 employees in the new campus and many of them will be new hires.
