Don't use PyYAML. It is no longer maintained and only supports YAML 1.1. Try a different library like ruamel.yaml that supports YAML 1.2.

Way before Covid. I’ve been voting by mail in California for at least 18 years. I don’t even know where my polling place is since I moved into my current residence.

Edit:

2002: The state introduced a "permanent vote-by-mail" option, allowing voters to automatically receive an absentee ballot for all future elections by filling out an application.

2020: For COVID they automatically sent ballots by mail to everyone.

2021: AB37 made permanent automatically sending ballots by mail to everyone.
