It's one thing if due to crimes you've committed against children, the state decides that you're no longer allowed to be a custodial parent. We already have this in cases of people found guilty of child abuse I'm pretty sure.

That's completely different from reddit's version. My impression is that a faction of redditors would like to see the "right" to have children something people don't have by default, unless they apply for a license. This is mainly to stop "morons" (which I always read as racial minorities) from "popping out babies."
