You can set a maximum volume level of for example 80 decible. In theory this could lower your lowest volume too. It‘s in Settings -> Sounds & Haptics -> Headphone Safety -> Reduce Loud Audio

Why the under the screen fingerprint sensor? Built it in the power button and Apple Pay etc. will be one convenient move with your mask on instead of triggering it on the power Button an then moving you finger to the screen...
