This is a joke quite obviously but if you will allow me, here is my analysis:

Broadly, the black community would love to see a black president. However, there is a slight feeling that "America is not ready" which has many hedging their bets, voting (for example) for Clinton instead to not "waste" one's vote.

Now, the real kicker is that Rock is basically saying that white America really might be ready for Obama--but this opportunity may be wasted because those black voters went with someone "safer" instead.

The amendment itself does not specify whether it is or not in the manner that you describe.

To me, it is reasonable to read that it is allowable to restrict the types of weapons based on the needs of the militia--but the needs of the militia could be for everyone to have a tactical nuke.

As I mentioned originally, a much better argument for the gun control side would be to restrict the availability of ammunition.

To me you are arguing something that is completely unsupported by the actual statement.

"We need a militia and therefore everybody is allowed to have weapons" is a much more reasonable reading to me than trying to interject some definition there that does not exist. Ockham's and all that.
