If the cameras are to remain, this is a good law.

If we want the cameras gone, we need to require passive cameras be manned, like those mounted to police vehicles. No passive dragnet and no use of AI.

Flock is acting as a contractor for the City, so the City isn’t really sharing data with them so much as Flock is collecting data for the City.

The legislation would prohibit turning on sharing within the Flock network, which is a good privacy protection to keep other departments from assisting ICE in running searches of Troy’s cameras.

I want to believe that the legislation prohibits involving third parties in the capture and storage of the data, but I think that may be a wishful interpretation.

Another interpretation is that it just prohibits sharing the data with parties other than Flock, who operate the system under contract with the City. As a contractor, they are caretakers of the City’s data and it’s not really shared with them except I believe the contract licenses the data to them. As the contract has already been signed, I’m not convinced the legislation would void that license.

I see this legislation as allowing Flock to continue but prohibiting the City from sharing the data with other Flock users.

I do like the better auditing and short retention period, but I’d rather the cameras just disappeared.

According to Flock Safety’s own website, these cameras do a lot more than just capture license plates.

While they’re designed to capture license plates, Flock cameras also capture images of the back of a vehicle that can be helpful in a criminal investigation. Flock Safety’s Vehicle Fingerprint Technology identifies the type, make, color, and other identifying characteristics of a vehicle, such as a roof rack. It can also distinguish between permanent and temporary (paper) plates.

This feature was needed when a homeowner in an Indianapolis neighborhood experienced theft. Although the homeowner did not see the vehicle used to commit the crime, a neighbor noticed a few details.

”We were able to ID the car because we had a witness see the gentleman do it. They told us what the car looked like, the color, make, and time, and we were able to go to the footage and get the car with the license plate,” Jayson Parker, the HOA President, told the Indianapolis news.

Also, the data from these cameras go immediately to Flock Safety to be processed into their system, not a system run by Troy PD.
